The Argentine rugby team was authorized by the national government to return to training with immediate effect so that they can prepare for the Rugby Championship to be held between November and December of this year.
The information was published yesterday in the Official Gazette and authorizes Los Pumas to return to practices respecting all precautionary indications in the context of the Coronavirus pandemic. Administrative Decision 1450/2020 establishes the following:
The Ministry of Tourism and Sports has requested to exempt from compliance with social, preventive and mandatory isolation to the athletes members of the Argentine Rugby Team (“Los Pumas”), classified for the “Rugby Championship” tournament to be played in November and December of current year in competition with the teams of Australia, New Zealand and South Africa, whose activities will be carried out in accordance with the relevant health protocol, approved by Administrative Decision No. 1056/20 and its amendment, as well as the assistants of said athletes.
That, by virtue of this, it is necessary to dictate the respective administrative act incorporating in the current exception, throughout the country, the training and sports practices of the Argentine athletes that make up the Argentine Rugby Team (“Los Pumas”).
That the national health authority has taken action.
That the relevant legal service has taken the intervention of its competence.
That this measure is issued in use of the powers conferred by article 100 paragraphs 1 and 2 of the NATIONAL CONSTITUTION, by article 6 of Decree No. 297/20 and by articles 9 and 18 of Decree No. 641 /twenty.
THE CHIEF OF THE CABINET OF MINISTERS
ARTICLE 1 .- Extend the exception to compliance with “social, preventive and mandatory isolation” and the prohibition of driving established by Administrative Decision No. 1056/20 and its amendment, to Argentine athletes members of the Argentine Rugby Team (” Los Pumas ”), classified for the“ Rugby Championship ”tournament to be held in November and December of this year, with their respective work teams, in order to carry out the relevant sports training and practices.
ARTICLE 2.- The sports activities authorized by article 1 must be carried out in compliance with the provisions of the Action Protocols for the Prevention and Control of Coronavirus (COVID-19) prepared for the resumption of sports training in the discipline that they develop. the aforementioned athletes, who as ANNEX (IF-2020-37829056-APN-SSES # MS) integrates Administrative Decision No. 1056/20.
This protocol is capable of being adapted for its implementation in accordance with the provisions of NO-2020-52180122-APN-SAS # MS. According to the dynamics of the epidemiological situation.
ARTICLE 3.- Except for the prohibitions set forth in article 9, paragraphs 3 and 4 and in article 18, paragraph 3 both of Decree No. 641/20, to the clubs and gyms where the people reached carry out their sports training by article 1, for the sole purpose of carrying out said activities.
ARTICLE 4.- In all cases, hygiene must be guaranteed and, when appropriate, the organization of shifts and sports training modes that guarantee the necessary distancing measures to reduce the risk of contagion of COVID-19.
The displacements of the people affected by this measure must be limited to strict compliance with the excepted activities.
The Argentine Rugby Union (UAR) must guarantee the hygiene, safety and transfer conditions established to preserve the health of the athletes as well as their work teams, and whenever they are in any of the provinces, departments or agglomerates established in Article 11 of Decree No. 641/20, that they arrive at their training places without using the public interurban passenger transport service.
ARTICLE 5.- The persons authorized to carry out their activities by this administrative decision who are in any of the provinces, departments or agglomerates established in article 11 of Decree No. 641/20 must process the Unique Enabling Certificate for Circulation – Emergency Covid-19, established by Administrative Decision No. 897/20.
ARTICLE 6.- This regulation will enter into force from the day of its publication in the OFFICIAL BULLETIN.
